Call for Expression of Interest concerning rental of prototype wind turbine test stands at Test Centre Østerild and Test Centre Høvsøre

The Danish Business Authority and the Technical University of Denmark (DTU) are preparing an expansion of the test centres at Høvsøre and Østerild. The Ministry of Industry, Business and Financial Affairs presented a Construction Act in the Danish Parliament on 21 March 2018. DTU therefore calls wind turbine manufacturers to indicate their interest in leasing one or several test stands at Test Centre Høvsøre in the municipality of Lemvig and at Test Centre Østerild in the municipality of Thisted. Leasing of new test stands is subject to the adoption of the Construction Act. 

Purpose of the Call for Expression of Interest 
The purpose of this call for expression of interest is to make interested parties aware of the expected opportunity to rent stands for test of wind turbines and to assess the interest for the test stands. DTU also wishes to receive input for suggested requirements to these test stands, such as rental conditions, framework for research collaborations and requests to exchange existing rentals with others so that DTU has the opportunity to include such requests in the design of the tender process.

Facts about the Test Centres
The geographical location and facilities of the test centres allow the wind turbine industry, in collaboration with DTU and other research institutions, to conduct research, development and testing of wind turbines and new wind turbine technology.

The test centre at Høvsøre is expected to expand with two new test stands depending on final environmental approval. The test stands allow erection of wind turbines with a maximum height of 200 metres, however, the existing test stand 1 is offered with a maximum height of 190 metres.

The test centre at Østerild is expected to be expanded with two new test stands. The two new test stands allow wind turbines with a maximum height of 210 metres and 300 metres. The remaining six test stands at Test Centre Østerild are expected to allow turbines to be installed at a total height of 330 metres. Finally, the northern test stand 1 remains unchanged at 210 metres.

Rental Status of Existing Rental Sites
The existing test stands at the test centres are available for rent as shown in the table below. As can be seen, test stand No.1 at Test Centre Høvsøre expires in October 2019, which is why this is also offered in the 2018 tender round.

Submission of the Expression of Interest 
Interested parties are invited to indicate their interest in renting one or more test stands. DTU suggests the interested parties to disclose the following:

  1. the overall purpose and need for/request to have one or more test stands
  2. preferred geographical location of test stands at Høvsøre and/or Østerild
  3. requests to the test stands, including special facilities at the test centre, for example the FRT test system
  4. requests for the length of the rental period including substantive arguments according to, among others, competition legislation for long rental periods of up to 30 years
  5. special requests for other rental termsrequests for the framework for research collaboration with DTU and other research institutions for the implementation of research projects on or at the wind turbines
  6. other comments

Subsequent Call for Tenders for Rent of Test Stands 
Following the execution and assessment of the received expressions of interest, DTU intends to prepare tender material and publicly announce call for rent of the test stands at the two test centres.

The more detailed criteria that will be used for selecting tenderers will be announced in the call for tenders and all terms of the offer, time schedule for information meetings etc. will be stated in the tender documents.

Call for tenders is expected to be published mid 2018 following the adoption of the Construction Act in the Danish Parliament. The call for tenders is expected to have a 2-3 months deadline for submission of binding offers.

Companies submitting a declaration of interest will receive further information by email regarding the tender material when it is publicly available.
